Revises "persistent felony offender" definition to include inmates who commit new felonies while incarcerated, allowing enhanced sentencing without the previous 5-year lookback requirement

Establishes tiered penalties for illegal articles: up to 20 years for weapons, up to 10 years for dangerous drugs, and up to 13 months or $1,500 fine for other prohibited items transferred to/from state prison inmates
