Parties who prevail against the state government and seek attorney fees must provide an engagement letter showing scope of representation and hourly rates from the outset of the case

Daily time documentation is required in increments of less than one-quarter hour, with invoices submitted to the client within 60 days of work performed

Proof of invoice payment within 30 days of receipt must be shown to claim attorney fees

Exception: These requirements do not apply to prevailing parties whose combined income and assets did not exceed $250,000 at the end of the most recent fiscal year
