Department of Corrections must consider an inmate's attachment to family and ability to maintain those attachments when placing or transferring inmates to out-of-state correctional institutions

Amends Section 53-30-106, MCA to require contracts with public or private corporations for inmate confinement must comply with the new family attachment consideration requirement

Applies to state prison inmates being placed in correctional facilities located outside Montana
