Supreme Court justices and district court judges may issue subpoenas requested by Internet Crimes Against Children (ICAC) task force officers investigating sexual exploitation of minors, requiring production of account holder names, addresses, email addresses, IP addresses, phone numbers, and payment information

ICAC task force officers must submit an affidavit demonstrating the administration of justice requires the subpoena before it can be issued

Repeals provisions establishing the Judicial Standards Commission's composition (previously 5 members: 2 district judges, 1 attorney with 10+ years experience, and 2 citizen members serving staggered 4-year terms)

Removes the Supreme Court's rulemaking authority over pleading, practice, and procedure in civil actions that was previously codified in section 3-2-701
