Clarifies that individuals qualify as real property owners in a county water and sewer district if property is titled in their individual name or held through a corporation, partnership, LLC, or trust where they serve as an officer, partner, member, or trustee

Allows Montana residents who own property in a district (but don't reside in it) to serve on the board of directors

Maintains existing requirements that board candidates must be registered voters, at least 18 years old, and U.S. citizens

Nonvoting ex officio members may reside outside district boundaries and are not required to own property in the district

Effective immediately upon passage and approval
