Removes the Department of Labor and Industry's duty to provide assistance for on-the-job training programs in non-apprenticeable occupations

Caps credit for prior training or experience at 50% of apprenticeship requirements, replacing the previous allowance for "full or partial" credit

Eliminates the requirement that the department honor apprentice-to-journeyman ratio provisions established in labor/management bargaining agreements or industry practice

Clarifies that participation in the registered apprenticeship program is voluntary for all employers in the state

Authorizes state and local vocational education boards to use subject matter experts and national programs for related and supplemental instruction
