Airports receiving any public funding must allow light aircraft to park with tie downs for up to 1 hour at no cost to owners, operators, or passengers

Light aircraft must be provided access for passengers and aircrew through security fencing in compliance with federal regulations (49 CFR, part 1542)

Additional fees for landing, taxiing, parking, or security may only be charged if clearly noticed and specifically agreed to in advance of each flight

"Light aircraft" is defined as aircraft with gross weight under 9,000 pounds operating under 14 CFR, part 91 (general aviation rules)
