Counties must mail notice of public hearings for zoning boundary and regulation changes to all residents within the affected district between 15 and 45 days before the hearing, using first-class mail, certified mail, bulk rate, or postcard.

Public hearing notices must be posted in at least five public places within the proposed district at least 45 days before the hearing and published weekly for two weeks in a county newspaper.

Notices must include the county's website address where proposed zoning regulations are available for public inspection, in addition to being on file at the county clerk and recorder's office.

Written comments on proposed zoning changes will be accepted for 30 days after first publication of the resolution of intention, from property owners listed on the most recently completed county assessment roll.

The act is effective immediately upon passage and approval.
