Adds new definition of "facility" to procurement law, meaning contracted medical providers (hospitals, nursing facilities, home health agencies) serving Department of Public Health and Human Services beneficiaries

Removes exemptions from procurement laws for Montana State Lottery contracts under $250,000, State Compensation Insurance Fund contracts for insurance-related services, contracts with consulting actuaries, and contracts with private persons hired by the lottery

Creates new exemption allowing Department of Public Health and Human Services to use emergency procurement for placing clients with residential service providers or providing medical services to clients

Replaces "human services" exemption with narrower "facility contracts" exemption in the definition of services excluded from procurement requirements

Repeals Section 80-11-225 (committee procurement rulemaking) and takes effect immediately upon passage and approval
