Favors providers based on length of time providing relevant services in Montana and ability to leverage existing local relationships and partnerships

Prioritizes contractors based on the number of in-state jobs they propose to create or maintain relative to the regional population served

Codifies these requirements into Title 18, chapter 4, part 3 of Montana law (state procurement statutes)
