Adds new grant criteria prioritizing protection of building envelopes (walls, roof, doors, windows, foundation) and internal utility systems (electricity, plumbing, heat)

Changes eligibility language from excluding projects with "only a private" benefit to excluding those with "a limited public" benefit

Removes "expected ongoing economic benefit to the state" as a grant evaluation criterion

Requires for-profit entities to provide a 1:1 match for grant funding received

Adds requirement that government applicants comply with Montana constitutional provisions on public participation and local government laws, while exempting nongovernment applicants
