Permits flat fee payments to landowners for access-only agreements instead of payments based on number of hunting days provided

Caps annual payments at $25,000 for agreements that only provide access to public land, compared to $50,000 for standard block management agreements

Allows the commission to exempt access-only agreements from tracking public hunting days and to use simplified administrative rules
