County commissions may now initiate the creation or expansion of urban transportation districts by resolution, in addition to the existing method requiring a petition signed by 20% of registered electors

"Direct transportation service" is defined as vehicle operation providing general or special public service on a regular and continuing basis within 1.5 miles of the property

Areas that have not received direct transportation service for 5 years may petition for removal from a district (with 51% of qualified voters signing) and are exempt from the district's existing indebtedness

Transportation districts must maintain an inventory or map clearly showing areas added to the district

Municipal bus service may exceed the standard 8-mile limit from local boundaries if funded by external sources (federal, state, or nonprofit) or to fulfill an interlocal agreement
