Eliminates duplicative Montana Transportation Commission review for transportation projects that align with long-range plans already adopted by metropolitan planning organizations (MPOs) and approved by the Department of Transportation

Allows department district administrators to approve urban street and roadway projects within MPO districts without commission review, provided projects implement state-reviewed MPO plans

Transfers approval authority for nonoperational safety improvements on urban streets and department roadways from the commission to department district administrators

Authorizes department district administrators in communities without MPOs to review and approve smaller-scale projects (threshold to be determined by department rule) without commission approval

Amends MCA sections 60-2-110 and 60-2-111 to add exceptions for commission oversight when projects fall under the new streamlined MPO approval process
