Creates the Montana Pet Insurance Act establishing a regulatory framework for pet insurance policies sold, solicited, or delivered in the state

Requires insurers to disclose exclusions for preexisting conditions, hereditary disorders, congenital anomalies, and chronic conditions, along with waiting periods, deductibles, and coverage limits before completing a sale

Limits waiting periods to a maximum of 30 days for illnesses or orthopedic conditions and prohibits waiting periods for accidents; waiting periods can be waived upon completion of a veterinary exam

Prohibits marketing wellness programs as pet insurance and requires wellness program costs and terms to be kept separate from insurance policies

Mandates 2 hours of training for insurance producers every 24 months covering preexisting conditions, waiting periods, wellness program distinctions, and underwriting topics before they can sell pet insurance products
