Adds daily vehicle miles traveled (VMT) as a new factor in distributing local government road construction and maintenance revenue to counties and cities/towns

For county allocations, reduces the rural road mileage factor from 40% to 30%, rural population factor from 40% to 30%, and land area factor from 20% to 15%, while adding a new 25% VMT-based allocation

For city/town allocations, reduces the population factor from 50% to 40% and street mileage factor from 50% to 40%, while adding a new 20% VMT-based allocation

Requires the Department of Transportation to calculate daily vehicle miles traveled for fund distribution purposes
