Prohibits gambling route operators who also hold retail alcohol licenses from using proprietary financial data to gain unfair competitive advantages in acquiring, administering, or selling alcoholic beverage licenses

Defines "financial data" as information available only to route operators through their business, including data on alcoholic beverage licensees, gambling locations, consumer gambling patterns, and licensed locations' financial information

Requires route operators to make video gambling machines available to other alcoholic beverage licensees rather than restricting games or machines for their own alcohol-licensed establishments

Authorizes the department to deny renewal or revoke a route operator's license for violations of these new restrictions

Amends MCA sections 23-5-129 and 23-5-603 to incorporate enforcement provisions and machine availability requirements
