Changes the bid deposit requirement for agricultural land from $20 per acre only when bidding on a crop share basis to $20 per acre for all agricultural land bids

Allows cash leases obtained through competitive bidding to be renewed after the first 10-year term on a crop share basis of at least one-fourth of annual crops or the prevailing landlord's share in the district

Adds cash lease basis agricultural leases to the rental payment deadline provisions, with rental due by November 15 of harvest year and a $25 late penalty, with lease cancellation if not paid by December 31
