Foreign nationals are prohibited from making contributions, expenditures, or electioneering communications in connection with statewide ballot issues in Montana

Persons are prohibited from soliciting, accepting, or receiving funds from foreign nationals for ballot issue campaigns, or making contributions/expenditures using funds known to be from foreign nationals

Political committees supporting or opposing ballot issues must obtain affirmations from donors confirming they are not foreign nationals and maintain these records

"Foreign national" is defined to include foreign governments, foreign political parties, entities organized or headquartered outside the U.S., non-permanent resident individuals, and U.S. entities majority-owned by foreign nationals (with limited exceptions for entities paying Montana taxes or using only U.S.-generated funds)

Violators face civil liability of up to $500 or three times the unlawful amount, whichever is greater, with enforcement by the Commissioner of Political Practices or county attorneys
