Restricts flags displayed on Montana government property (including state buildings, public schools, universities, and government vehicles) to an approved list: U.S. flag, Montana state flag, other state flags, tribal nation flags, foreign nation flags, military branch flags, historical flags (Betsy Ross, Gadsden), POW/MIA flag, school mascot banners, and law enforcement flags

Prohibits flags representing political viewpoints on state property, explicitly including flags related to political parties, race, sexual orientation, gender, or political ideology

Exempts personal clothing, jewelry, and accessories worn by government employees from the restrictions, unless specific uniform policies apply

Defines "government property" broadly to include buildings, grounds, vehicles, uniforms, and any property owned, leased, or controlled by state, county, municipal, or other government entities

Takes effect immediately upon passage and approval
