Amends Article XIV, Section 8 of the Montana Constitution to increase the voter approval threshold for legislative referendum constitutional amendments from a simple majority to three-fifths (60%) of electors voting

Requires a two-thirds roll call vote of all legislature members to place this proposed amendment on the ballot

Submits the constitutional amendment to Montana voters at the November 2026 general election

Retains existing requirement that approved amendments take effect on July 1 after election certification unless otherwise specified
