Expands the State Plan Committee membership by authorizing the Commissioner of Labor and Industry to appoint two members: the executive director or board chair of the Montana State Workforce Innovation Board and one labor community representative

Restructures committee appointments so the Superintendent of Public Instruction and Commissioner of Higher Education each appoint three people (two educators and one business/community representative)

Changes required meetings from four times yearly with the Board of Regents to three times yearly, with meetings held during regular sessions of the Board of Regents, Board of Public Education, and State Workforce Innovation Board

Requires any new or revised 4-year state plan to coordinate with or be included in the federal Workforce Innovation and Opportunity Act combined state plan

Updates statutory references from the Carl D. Perkins Career and Technical Education Improvement Act of 2006 to the Strengthening Career and Technical Education for the 21st Century Act of 2018, and changes plan references from 5-year to 4-year
