Allows Montana vehicle owners to optionally display county number decals on personalized license plates, which was not previously authorized under state law

Amends Section 61-3-403, MCA, governing the color and design requirements for personalized license plates

Maintains existing requirements that personalized plates match standard plate design, contain 2-8 characters, and display registration decals
