All vessel operators must complete a mandatory aquatic invasive species awareness and education course (maximum 30 minutes, consisting of a department-produced video and test) before obtaining an aquatic invasive species prevention pass

Expands the prevention pass requirement from only nonresident vessels to all motorized and nonmotorized vessels launching on Montana waters, with annual fees of $10 for nonmotorized and $30 for motorized vessels

Increases the maximum civil penalty for aquatic invasive species violations from $2,500 to $25,000

Redirects civil penalties from the general fund to the invasive species account established in 80-7-1004

Effective date is January 1, 2026
