Creates a Local Emergency Quick Response Program to provide grants to rural property owners (outside incorporated cities/towns) for damage from catastrophic natural events, including tree removal, fire risk mitigation, emergency livestock feed, and fence repair.

Appropriates $8 million from the general fund to the Department of Natural Resources and Conservation for the 2025-2027 biennium, with $1 million allocated per quarter.

Limits property owners to one application of up to $10,000 per emergency, with no more than one award per 5-year period; the state covers up to 75% of costs on a cost-share basis.

Conservation districts administer the program, accepting applications within 60 days of a county emergency resolution and retaining up to 7% for administrative costs.

Effective July 1, 2025; unspent funds revert to the general fund at the end of the biennium.
