Appropriates $2 million from the general fund ($1 million in FY 2025 and $1 million in FY 2026) to the Department of Public Health and Human Services for rapid rehousing of individuals experiencing or at risk of homelessness

Supplements federal Emergency Solutions Grant program funds with state dollars, following the same distribution methods as the federal program

Rental assistance may cover up to 150% of fair market rent for eligible participants

Limits eligibility to participants with annual income below 80% of area median income as determined by HUD

Requires all appropriated funds to be distributed by the end of each fiscal year, effective July 1, 2025
