Establishes a Big Game and Wildlife Highway Crossings and Accommodations state special revenue account administered by the Department of Fish, Wildlife, and Parks to fund design, construction, maintenance, and conservation of wildlife crossings such as underpasses and overpasses with fencing

Authorizes a specialty license plate with a $20 donation required at initial issuance and each annual renewal, with proceeds deposited into the new account

Department of Fish, Wildlife, and Parks must establish the specialty license plate by January 1, 2026

Funds may be used for matching federal money, conducting studies, designing and constructing crossing features, planning (including wildlife disease transmission assessments), staffing, and Department of Transportation projects

Requires a $100 transfer from the general fund to the account by June 30, 2025, with unspent funds carrying over between biennia and deposits earning interest through short-term investments
