Requires conservation license applicants to disclose whether they lease land for hunting or fishing, including the total annual lease amount, duration, and whether the lease is through a partnership or corporation

Imposes a 10% surcharge on the applicant's share of annual lease payments, collected at the time of conservation license purchase

Directs all surcharge revenues to fund Montana's block management program, which provides public access to private lands for hunting

Failure to comply with lease disclosure requirements may result in revocation of hunting and fishing privileges for at least 5 years

Takes effect immediately upon passage and approval by the governor
