Expands the school facility and technology account to fund school technology purposes, school major maintenance aid, and state debt service assistance, with excess funds transferable to prevent proration reductions in school maintenance aid

Revises community college FTE adjustment procedures, changing payment deadlines from October 15 to July 15 and requiring annual (rather than biennial) calculations of underpayments and overpayments

Directs the Education Interim Budget Committee to study interlibrary resource sharing programs and the organizational structure of the Office of Public Instruction

Requires quarterly reports to the education budget committee from multiple agencies including the Montana Historical Society, Office of Public Instruction, Montana Digital Academy, and School for the Deaf and Blind on various education initiatives
