Prohibits city councils from requiring parcels outside city limits to be developed at higher density than allowed under existing county zoning as a condition of connecting to municipal water or sewer systems

Amends Section 7-13-4312, MCA, which governs authorization for municipalities to furnish water and sewer services to persons located outside city boundaries

Appropriates $1,000 from the general fund to the Department of Environmental Quality for the 2025-2027 biennium to update related documents

Effective date is July 1, 2025
