Expands who may provide opinions or estimates of market value for real property by removing the restriction that previously limited unlicensed persons to only non-federal transactions

Adds new statutory definitions for "evaluation," "federal financial institutions regulatory agencies," "financial institution," and "real estate-related financial transaction" to Montana's real estate appraiser licensing laws

Permits licensed or certified real estate appraisers to provide evaluations without complying with Uniform Standards of Professional Appraisal Practice, but requires a disclaimer and prohibits indicating appraiser credentials when doing so

Appropriates $1,000 from the general fund to the Department of Labor and Industry for fiscal year 2026 to implement the changes
