Expands Montana's Medicaid Buy-In program (currently for workers with disabilities) to include children under 19 with physical or developmental disabilities, allowing families with incomes above standard Medicaid limits to purchase coverage

Children must meet the disability definition under 42 U.S.C. 1382c(a)(3)(C) and have combined family income up to the maximum level allowed under federal law

Premium and cost-sharing caps set at 5% of family income for those at or below 200% of the federal poverty level, and 7.5% for families above 200% FPL

Appropriates $5,655,557 for the 2026-2027 biennium ($3,705,531 federal funds, $1,950,026 general fund) to the Department of Public Health and Human Services

Effective July 1, 2025, contingent on federal approval of state Medicaid plan amendments
