Creates a Montana Behavioral Health Trust Fund with a $65 million permanent endowment and a $10 million special revenue account, funded by transfers from the capital developments long-range building program account by June 30, 2025.

Establishes a 7-member board to administer the fund, with 3 members appointed by the governor (including representatives from the behavioral health division and American Indian health director's office) and 4 members appointed by legislative leadership.

Authorizes grants to nonprofit and public community-based organizations for mental health programs in schools, crisis care and jail diversion services, counselors in homeless shelters, transitional housing for people leaving inpatient care, and capital projects to expand behavioral care facilities.

Only investment interest from the endowment is available for expenditure, transferred quarterly to the special revenue account; the principal remains permanently invested.

Requires quarterly reports to the Children, Families, Health, and Human Services Interim Committee detailing grant recipients, amounts, purposes, and duration of awards.
