Establishes a transitional benefits program with graduated benefit reductions based on income: 100% of benefits at or below 138% FPL, stepping down to 20% of benefits at 190-200% FPL

Appropriates $802,500 from the general fund for the 2025-2027 biennium to implement the transitional benefits program

Updates terminology throughout Montana Code from "food stamps" to "supplemental nutrition assistance program" and requires annual reporting to the governor and interim committee on waiver status and SNAP spending patterns
