Revises the definition of "political committee" to specify that a committee is not formed when two or more candidates make an election communication or electioneering communication together in support of their own campaigns

Allows non-Montana residents to sign incidental committee reports if the incidental committee is located outside of Montana

Appropriates $1,000 from the general fund to the Commissioner of Political Practices for fiscal year ending June 30, 2026, for updating and administering campaign finance reporting requirements

Amends Sections 13-1-101 and 13-37-232, MCA
