Removes an exception that previously allowed wholesalers to sell beer directly to the public under certain circumstances, now prohibiting all wholesaler sales to the public

Allows approved license applicants to reuse a single background check and fingerprint submission for multiple license applications within 5 years, provided they attest no criminal charges have been filed since the last check

Removes fingerprint and background check requirements for publicly traded corporations' officers and location managers, and for business entities employed as location managers

Adds "registrations" to the department's authority to grant and issue licenses and permits, and adds wineries as authorized sources for liquor store agents to purchase table wine or sacramental wine

Takes effect immediately upon passage and approval
