Directs the Department of Environmental Quality to amend ARM 17.30.716 to allow wastewater discharge reviews for nonsignificance without requiring background nitrogen samples where groundwater is absent or too deep to sample

Removes a previously proposed provision that would have created categorical exclusions for areas where county commissions prohibit drinking water wells and maintain 1,000-foot setbacks from high-quality surface waters

Appropriates $500 from the general fund to the Department of Environmental Quality for the biennium beginning July 1, 2025 to implement the rule amendment

Applies to nondegradation authorization applications received on or after May 1, 2025

Effective on passage and approval, except the appropriation section which is effective July 1, 2025
