Requires the state treasurer to transfer all unobligated and unexpended funds from the debt and liability free account to the coal severance tax permanent fund within 10 days of the act's effective date

Appropriates $100 from the general fund to the Department of Revenue for the 2025 biennium to implement the transfer

If Senate Bill No. 90 is not passed and approved, the funds would instead be transferred to the Montana school facilities fund rather than the coal severance tax permanent fund

Takes effect immediately upon passage and approval by the legislature
