Prohibits overnight camping (between dusk and dawn) and storage of unattended personal property on state highway rights-of-way, including roadways, shoulders, medians, ditches, bridges, and adjacent public spaces maintained by the Department of Transportation

Exempts emergency situations requiring temporary shelter, authorized work crews performing official duties, and designated rest areas/pullouts where parking is allowed for up to 24 hours

Violators receive written notice to vacate and remove property within 72 hours; failure to comply results in a civil fine up to $50 and disposal of remaining personal property

Unattended personal property not associated with a person present must be posted with notice for at least 120 hours before disposal by law enforcement or the department

Appropriates $15,000 from the highway restricted account to the Department of Transportation for the biennium beginning July 1, 2025 for implementation
