Expands the types of property eligible for closed-season beaver and muskrat hunting/trapping permits to include "rural or urban developed structures" in addition to irrigation infrastructure and stock water ponds

Allows owners or employees of entities with rural or urban structures to obtain permits, not just irrigation district landowners/employees

Permits the director or a designee (rather than just the director) to issue closed-season hunting/trapping permits for beaver and muskrat causing property damage

Maintains the June 1 to August 31 exemption period when no permit is required to hunt or trap beaver or muskrat causing damage

Effective September 1, 2025
