Expands Montana's existing apprentice hunting certificate program to include trapping, allowing persons age 10 or older without trapper education to obtain Class C or Class C-2 trapping licenses under mentor supervision

Requires trapping mentors to have completed a trapper education course and hold a current trapping license, while hunting mentors must have completed hunter safety education and hold a current hunting license

Limits apprentice certificates to 2 license years, after which the person must complete the appropriate hunter safety or trapper education course to continue

Maintains the $5 apprentice certificate fee, with funds deposited to the state special revenue fund for hunter education purposes

Removes previous restrictions that prevented apprentice hunters from obtaining wild turkey tags and reduced cost licenses, while maintaining restrictions on black bear, mountain lion, wolf, and limited quota licenses
