Urges Congress to propose a constitutional amendment clarifying that rights protected under the U.S. Constitution belong to human beings only, not corporations, unions, or other artificial entities

Would authorize federal, state, and local governments to regulate, limit, or prohibit campaign contributions and expenditures, including candidates' own funds, to prevent corruption and disproportionate influence in elections

Cites Montana's history with campaign finance, including the Corrupt Practices Act of 1912 (passed with 76% of the vote) and Initiative No. 166 in 2012 (passed with 75% of the vote), both aimed at limiting corporate political spending

Notes Montana U.S. Senate race spending increased from $17.6 million in 2006 (pre-Citizens United) to approximately $300 million in 2024

Directs the Secretary of State to provide copies of the resolution to Montana's congressional delegation
