Montana's legislature proclaims support for admitting Washington, D.C., into the Union as a state, which would grant full representation to approximately 700,000 D.C. residents who currently lack voting members in Congress

Opposes federal interference with D.C.'s local self-government, including congressional actions that disapprove, amend, or repeal decisions by D.C.'s elected Council and Mayor, as well as budget riders restricting locally raised tax revenue

Calls on Congress and the President to enact federal legislation granting statehood to D.C.

Notes that D.C. voters approved statehood by 85.69% in a November 8, 2016 referendum, and the U.S. House passed the Washington, D.C. Admission Act on June 26, 2020, and April 22, 2021, but Congress has not completed admission

Directs the Montana Secretary of State to send copies of the resolution to the President, Senate President, House Speaker, and Montana's Congressional Delegation
