Requests the Legislative Council to designate an interim committee to study federal grant funding opportunities available to Montana state, tribal, and local governments since 2020

Directs the committee to identify which grants are currently utilized versus unutilized or underutilized, and evaluate why some are successfully accessed while others are not

Requires investigation of disparities faced by small, tribal, and rural government entities in securing federal grants compared to larger urban entities

Mandates collaboration with executive agencies, tribal governments, local government representatives, and federal officials to develop recommendations for improving grant acquisition

Study must be completed by September 15, 2026, with final results reported to the 70th Legislature
