Requests the Legislative Council to assign an interim or statutory committee to study methods for incentivizing increased housing density at the local level and improving housing affordability in Montana

Requires analysis of economic implications of increased housing density, including property tax impacts for individual homeowners and taxable value effects on new and existing developments

Directs review of state programs supporting housing development with existing and new infrastructure, plus identification of funding programs for local water and wastewater system improvements

Mandates stakeholder input from for-profit and nonprofit housing developers, local governments, housing advocates, and state department staff

Study must be completed by September 15, 2026, with final results reported to the 70th Legislature
