Urges U.S. Congress to curtail or eliminate "trigger leads" — unsolicited mortgage credit offers generated when a consumer's credit inquiry alerts third-party lenders to their mortgage shopping activity

Declares trigger leads a public nuisance that subjects consumers to harassment via unwanted emails, mail, texts, and phone calls, and can facilitate identity theft and fraud

Calls on Congress to remove federal preemption under the Fair Credit Reporting Act that currently prevents states from regulating trigger leads

Notes that existing opt-out provisions under federal law are ineffective at protecting consumers from these solicitations

Directs the Secretary of State to send copies of the resolution to all members of Montana's Congressional delegation
