Requires assessment of methods to manage public and constituent messages, including review of best practices from other legislatures, legislator use of the public comment feature, and analysis of duplicate comment rates

Mandates evaluation of accessibility barriers for Montanans with disabilities and variations in public testimony procedures between committees

Study must be completed by September 15, 2026, with stakeholder feedback solicited from the public, legislators, staff, lobbyists, and disability rights community
