Requests the Legislative Council to designate an interim committee to study state agency procurement practices and compliance with the Montana Procurement Act

Requires examination of a sampling of procurement contracts from all state agencies over the past 4 years to identify deviations from standard procurement procedures

Directs the study to develop an accounting of money paid to vendors selected outside the standard procurement process and evaluate those contracts for waste, fraud, or abuse

Requires investigation of ways to standardize and centralize reporting of all state agency procurement contracts

Study must be concluded by September 15, 2026, with final results and recommendations reported to the 70th Legislature
