Requests an interim study of local government entity cooperation and consolidation, covering counties, municipalities, and special districts (fire, water/sewer, hospital, irrigation, and others)

Directs the study to review current intergovernmental cooperation methods, examine practices from other states, and identify areas that may benefit from consolidation

Requires analysis of fiscal impacts of increased cooperation or consolidation on both local governments and the state

Mandates engagement with stakeholders including Montana Association of Counties, Montana League of Cities and Towns, and MSU Local Government Center

Study must be completed by September 15, 2026, with final results reported to the 70th Legislature
