Requests the Legislative Council to assign an interim or statutory committee to study waste-to-energy technologies, including incineration, gasification, anaerobic digestion, pyrolysis, and landfill gas recovery

Study must evaluate whether waste-to-energy facilities could supplement Montana's existing base load and intermittent energy generation resources

Requires analysis of economic impacts on Montana citizens and industries if local governments and utilities pursued waste-to-energy facilities, plus assessment of social and environmental impacts

Study must examine both domestic and international implementation of waste-to-energy facilities

All study aspects must be completed by September 15, 2026, with final results reported to the 70th Legislature
